ST. LOUIS • Two men have been indicted here on federal charges accusing them of buying stolen Bank of America customer information on the “dark web” and using it to make ATM withdrawals, the U.S. Attorney’s Office said Thursday.

Kolley Touray, of Milwaukee, was charged in federal court in St. Louis in a scheme to use stolen identities to withdraw money from ATMs.

Omar Leigh, 25, of Smyrna, Ga., and Kolley Touray, 39, of Milwaukee, used that stolen information, the bank’s automated telephone system and equipment that spoofed customer phone numbers to trick the bank into sending out new credit cards and PINs, prosecutors said.

When the bank mailed out the cards, the pair stole the envelopes from customer mailboxes and immediately drove to ATMs to make cash withdrawals, prosecutors said.

Leigh and Touray now face charges of one felony count of conspiracy to commit bank and wire fraud, four felony counts of bank fraud, one felony count of possession of stolen mail, one felony count of access device fraud, and five felony counts of aggravated identity theft.
